Town Ordinances
The following ordinances have been adopted by the Town of Hartford at Town Meeting. Copies of each ordinance are available at the Town Office and in the documents library.
Administrative Ordinance
Establishes procedures for the administration of town government, including the duties of elected and appointed officials.
Animal Control Ordinance
Regulates the keeping of domestic animals within the Town of Hartford, including licensing, leash requirements, and nuisance animal provisions.
Anti-Spray Ordinance
Prohibits aerial and ground-based spraying of pesticides and herbicides within the Town of Hartford without prior approval.
Appeals Board Ordinance
Establishes the Board of Appeals and defines its authority to hear appeals, grant variances, and consider administrative appeals under Hartford’s land use ordinances.
Beach Ordinance
Governs the use of Hartford Beach on Lake Anasagunticook, including hours, conduct, parking, pets, and alcohol.
Budget Committee Ordinance
Establishes the Budget Committee and defines its role in reviewing and recommending the annual municipal budget.
Building Permit Ordinance
Requires permits for new construction, additions, renovations, and demolitions within the Town of Hartford.
Comprehensive Plan Review Ordinance
Provides for periodic review and update of the Hartford Comprehensive Plan.
E911 Addressing Ordinance
Establishes the E911 addressing system for the Town of Hartford, including address assignment procedures and signage requirements.
Flood Plains Ordinance
Regulates development in flood-prone areas as identified by FEMA flood insurance rate maps, in compliance with the National Flood Insurance Program.
General Assistance Ordinance
Establishes Hartford’s General Assistance program for residents in need, in accordance with Maine state law.
Junkyard Ordinance
Regulates the establishment and operation of junkyards and automobile graveyards within the Town of Hartford.
Local Food Ordinance
Supports the production and sale of local food within the Town of Hartford by reducing regulatory barriers for small-scale food producers.
Mobile Home Ordinance
Regulates the placement and installation of mobile homes and manufactured housing within the Town of Hartford.
Pine Shores Parking Ordinance
Regulates parking on Pine Shores Road and adjacent areas near Lake Anasagunticook.
Planning Board Ordinance and By-Laws
Establishes the Planning Board and defines its authority over subdivision review, site plan review, and other land use matters.
Plumbing Ordinance
Regulates plumbing installations and subsurface wastewater disposal systems in compliance with state plumbing code.
Road Construction Ordinance
Establishes standards for road construction, road entrance permits, and driveway access within the Town of Hartford.
Shoreland Zoning Ordinance
Regulates land use activities within 250 feet of great ponds, rivers, and freshwater wetlands to protect water quality and shoreline character.
Solar Ordinance
Regulates the installation of solar energy systems within the Town of Hartford, including ground-mounted and commercial-scale solar arrays.
Solid Waste Ordinance
Establishes the rules and procedures for solid waste collection, recycling, and disposal within the Town of Hartford.
Subdivision Ordinance
Regulates the division of land into three or more lots, including submission requirements, review procedures, and design standards.
Town Charter (1798)
Hartford’s original Town Charter, granted in 1798, established the Town of Hartford as a municipality in the District of Maine (then part of Massachusetts).
